Organizata nga shoq\u00ebria civile, l\u00ebvizje qytetare, akademik\u00eb dhe ekspert\u00eb t\u00eb ndrysh\u00ebm kan\u00eb hapur nj\u00eb debat t\u00eb gjer\u00eb mbi nevoj\u00ebn e ndryshimit t\u00eb sistemit. Nisma t\u00eb reja, peticione, l\u00ebvizje rinore dhe aksione t\u00eb tjera t\u00eb vazhdueshme qytetare me qasje nga posht\u00eb-lart po i mobilizojn\u00eb qytetar\u00ebt p\u00ebr nj\u00eb ndryshim rr\u00ebnj\u00ebsor t\u00eb sistemit aktual politik. Ky debat po zhvillohet dhe n\u00eb parlament, n\u00eb media e m\u00eb gjer\u00eb.<\/p>\n<p>Megjithat\u00eb, jemi <strong>t\u00eb nd\u00ebrgjegjsh\u00ebm<\/strong> q\u00eb kjo dinamik\u00eb pozitive mund t\u00eb humbas\u00eb mes vendimeve t\u00eb pjesshme, marr\u00ebveshjeve politike t\u00eb marra n\u00eb m\u00ebnyr\u00eb jo transparente apo vendimeve t\u00eb bazuara n\u00eb informata t\u00eb pasakta dhe n\u00eb keqinformim.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Komponent\u00ebt e kriz\u00ebs <\/strong><\/p>\n<p>Ne besojm\u00eb se n\u00eb kushtet aktuale \u00ebsht\u00eb jetike q\u00eb \u00e7do p\u00ebrpjekje p\u00ebr ndryshim t\u00eb adresoj\u00eb <strong>rr\u00ebnj\u00ebt e problemit<\/strong>, t\u00eb jet\u00eb e q\u00ebndrueshme, dhe n\u00eb sinkron me rrug\u00ebn e vendit drejt BE-s\u00eb. Si pasoj\u00eb, \u00e7do ndryshim i till\u00eb duhet t\u00eb prek\u00eb:<\/p>\n<ol>\n<li><u>Reform\u00ebn zgjedhore<\/u>, duke p\u00ebrfshir\u00eb miratimin e nj\u00eb sistemi zgjedhor q\u00eb garanton p\u00ebrfaq\u00ebsim sa m\u00eb t\u00eb mir\u00eb dhe qeverisje t\u00eb q\u00ebndrueshme, si dhe t\u00eb kontribuoj\u00eb n\u00eb forcimin e demokracis\u00eb brenda partive politike,<\/li>\n<li>Forcimin e angazhimit t\u00eb <u>qytetar\u00ebve shqiptar\u00eb<\/u> n\u00eb vendimmarrjen e politikave p\u00ebrmes rishikimit t\u00eb kuadrit ligjor p\u00ebr peticionet, referendumet dhe nismat ligjore,<\/li>\n<li><u>Forcimin e integritetit t\u00eb institucioneve shtet\u00ebrore<\/u>, t\u00eb fokusuar tek mir\u00ebqeverisja e tyre dhe lufta kund\u00ebr krimit t\u00eb \u201cjakave t\u00eb bardha\u201d.<\/li>\n<\/ol>\n<p>N\u00eb kushtet aktuale, sfida kryesore p\u00ebr nj\u00eb demokraci funksionale n\u00eb Shqip\u00ebri \u00ebsht\u00eb funksionimi i duhur i <strong>mekanizmit t\u00eb p\u00ebrfaq\u00ebsimit politik<\/strong>. Sot p\u00ebrfaq\u00ebsimi politik ushtrohet n\u00ebp\u00ebrmjet nj\u00eb sistemi zgjedhor, i cili nuk nxit demokracin\u00eb brendapartiake. Nd\u00ebrkoh\u00eb partit\u00eb e sotme politike jan\u00eb ato q\u00eb kontrollojn\u00eb pushtetin dhe aktor\u00ebt kryesor\u00eb t\u00eb vendimmarrjes politike. Si t\u00eb tilla, ato jan\u00eb t\u00eb prirura t\u00eb identifikohen me pushtetin shtet\u00ebror.<\/p>\n<p>Cfar\u00ebdolloj reforme e sistemit zgjedhor nuk mund t\u00eb jet\u00eb e plot\u00eb pa reformuar sistemit e funksionimit t\u00eb partive politike, dhe vendosjen e demokracis\u00eb brenda-partiake. Reforma e p\u00ebrfaq\u00ebsimit demokratik nis me reformimin e funksionimit t\u00eb partive politike dhe t\u00eb konkurrenc\u00ebs mes tyre.<\/p>\n<p>Neni 9 i <strong>Kushtetut\u00ebs shqiptare<\/strong> p\u00ebrkufizon qart\u00eb se si duhet t\u00eb funksionojn\u00eb partit\u00eb politike, por aktet ligjore t\u00eb nevojshme duhet t\u00eb kompletohen, p\u00ebrmir\u00ebsohen dhe t\u00eb zbatohen. \u00c7do nd\u00ebrhyrje duhet t\u00eb bazohet n\u00eb Kushtetute dhe t\u00eb fokusohet tek:<\/p>\n<ol>\n<li>organizimi dhe funksionimi demokratik i partive politike;<\/li>\n<li>nd\u00ebrveprimi i partive politike me rendin kushtetues dhe me shtetin;<\/li>\n<li>detyrimi p\u00ebr transparenc\u00eb t\u00eb p\u00ebrhershme financiare t\u00eb partive politike.<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><strong>Rruga drejt zgjidhjes <\/strong><\/p>\n<ol>\n<li>i) Si pasoj\u00eb e shohim t\u00eb nevojshme <strong>hartimin e nj\u00eb ligji t\u00eb ri t\u00ebr\u00ebsor q\u00eb rregullon funksionimin e partive politike<\/strong> dhe q\u00eb mes t\u00eb tjerash:<\/li>\n<\/ol>\n<ul>\n<li>siguron zbatimin e demokracis\u00eb t\u00eb brendshme funksionale, duke p\u00ebrfshir\u00eb edhe procedur\u00ebn e vendimmarrjes;<\/li>\n<li>siguron konkurrim t\u00eb brendsh\u00ebm t\u00eb sh\u00ebndetsh\u00ebm bazuar tek vlerat dhe meritokracia;<\/li>\n<li>krijon nj\u00eb mekaniz\u00ebm t\u00eb zgjedhjeve q\u00eb nxit gar\u00ebn e brendshme; krijon kushte p\u00ebr transparenc\u00eb m\u00eb t\u00eb madhe n\u00eb hartimin dhe zbatimin e rregullave t\u00eb brendshme t\u00eb partive; dhe b\u00ebn t\u00eb detyruesh\u00ebm publikimin e regjistrit t\u00eb an\u00ebtar\u00ebve t\u00eb partis\u00eb.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<ol>\n<li>ii) Lidhur me <strong>nd\u00ebrveprimin e partive politike me institucionet e shtetit<\/strong>, shohim nevoj\u00ebn p\u00ebr vendosjen e mekanizmave t\u00eb duhur q\u00eb kufizojn\u00eb p\u00ebrdorimin e pushtetin politik nga partit\u00eb politike si mjet p\u00ebr t\u00eb kontrolluar institucionet e shtetit p\u00ebr interesa afatshkurtra t\u00eb partive, nd\u00ebrkoh\u00eb q\u00eb n\u00eb afatgjat\u00eb d\u00ebmtojn\u00eb interesat shtet\u00ebrore.
