Vendet ish-komuniste, vende te karakterizuara nga demokraci t\u00eb brishta apo q\u00eb nuk njohin lirin\u00eb politike, kan\u00eb b\u00ebr\u00eb detyrim ligjor tashm\u00eb publikimin e shpenzimeve elektorale. Gjithsesi, edhe pse n\u00eb disa vende ligji \u00ebsht\u00eb miratuar, ekzistojn\u00eb probleme t\u00eb m\u00ebdha n\u00eb nd\u00ebrtimin e modeleve dhe mekanizmave p\u00ebr t\u00eb siguruar informacion, transparenc\u00eb dhe debat publik mbi shpenzimet elektorale.<\/p>\n<p style=\"text-align: justify;\">N\u00eb k\u00ebt\u00eb kontekst, Shqip\u00ebria vuan nga mungesa e transparenc\u00ebs t\u00eb shpenzimeve elektorale. K\u00ebshtu, n\u00eb 2008 parlamenti shqiptar miratoi ligjin q\u00eb detyron partit\u00eb politike t\u00eb raportojn\u00eb financimet e tyre tek Komisioni Q\u00ebndror i Zgjedhjeve (Instituti ligjor q\u00eb administron zgjedhjet)<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a>. Edhe pse detyrim ligjor, tabelat e kontribuesve\/financuesve te partive nuk publikohen. Nga ana tjet\u00ebr, vet\u00eb Komisioni i sip\u00ebrp\u00ebrmendur publikon disa raporte t\u00eb agreguara n\u00eb formate t\u00eb v\u00ebshtira p\u00ebr t\u2019u lexuar dhe ku t\u00eb dh\u00ebnat nuk mund t\u00eb p\u00ebrdoren (excel, PDF)<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a>.\u00a0 Shpenzimet e partive politike asnj\u00ebhere nuk publikohen gjat\u00eb fushatave elektorale. Edhe n\u00eb rastet kur k\u00ebto t\u00eb fundit b\u00ebhen publike n\u00eb faqen zyrtare t\u00eb Komisionit Q\u00ebndror t\u00eb Zgjedhjeve, koha e publikimit \u00ebsht\u00eb shume e vonshme, p\u00ebrgjith\u00ebsisht 6 muaj pas zgjedhjeve n\u00eb rastin m\u00eb t\u00eb mir\u00eb dhe deri n\u00eb 2 vjet n\u00eb rastin m\u00eb t\u00eb keq.\u00a0 Mediat shqiptare nuk informohen n\u00eb koh\u00eb mbi k\u00ebto shpenzime q\u00eb nga ana tjet\u00ebr v\u00eb n\u00eb pah munges\u00ebn e debatit publik dhe mos-informimin e qytetar\u00ebve mbi detyrimin ligjor t\u00eb partive mbi publikimin e shpenzimeve elektorale.<\/p>\n<p style=\"text-align: justify;\">P\u00ebr t\u00eb siguruar transparenc\u00eb t\u00eb shpenzimeve publike, Open Data Albania ka punuar n\u00eb nd\u00ebrtimin e mjeteve dhe grafik\u00ebs t\u00eb paraqitjes s\u00eb Shpenzimeve Elektorale (2009 &amp; 2011)<a href=\"#_ftn3\" name=\"_ftnref3\">[3]<\/a> e cila u mund\u00ebsua nga programuesit dhe dizajner\u00ebt e Institutit Shqiptar t\u00eb Shkenc\u00ebs.\u00a0 Deri tani, projekti \u00ebsht\u00eb fokusuar n\u00eb:<\/p>\n<ul style=\"text-align: justify;\">\n<li>Mbledhjen e informacionit mbi shpenzimet elektorale. Burimi i Informacionit: Ministria e Financave p\u00ebr pjes\u00ebn e t\u00eb ardhurave q\u00eb mbulohet nga Buxheti i Shtetit, Tabelat n\u00eb PDF t\u00eb publikuara nga Komisioni Q\u00ebndror i Zgjedhjeve, informacione t\u00eb mbledhura nga partit\u00eb politike dhe Raporte Auditi t\u00eb publikuara nga kompanit\u00eb audituese.<\/li>\n<li>T\u00eb dh\u00ebnat jan\u00eb p\u00ebrpunuar dhe raportuar n\u00eb formate t\u00eb nj\u00ebjta p\u00ebr t\u00eb 55 partit\u00eb politike, t\u00eb grupuara n\u00eb kategori t\u00eb ndryshme si p\u00ebr shembull: T\u00eb Ardhurat Totale, Shpenzimet Totale, T\u00eb Ardhurat sipas Burimit, T\u00eb Ardhurat sipas Donator\u00ebve, Shpenzimet sipas Nj\u00ebsive Qeveris\u00ebse.<\/li>\n<li>Vizualizimin e t\u00eb dh\u00ebnave.<\/li>\n<li>Bashk\u00ebngjitjen\/Vendosjen e t\u00eb dh\u00ebnave n\u00eb katalogun e Open Data Albania i cili p\u00ebrfshin statistika t\u00eb ekonomis\u00eb dhe shoq\u00ebris\u00eb shqiptare.<\/li>\n<li>Shp\u00ebrndarjen e informacionit n\u00eb media, forume, media sociale etj.<\/li>\n<li>Lajm\u00ebrimin e publikimit t\u00eb databaz\u00ebs n\u00eb nj\u00eb konferenc\u00eb p\u00ebr shtyp dhe inkurajimin e gazetar\u00ebve t\u00eb mediave t\u00eb ndryshme p\u00ebr t\u00eb p\u00ebrdorur publikuar t\u00eb dh\u00ebnat e shpenzimeve elektorale<a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a>.<\/li>\n<\/ul>\n<p style=\"text-align: justify;\">Realizimi i k\u00ebsaj ideje \u00ebsht\u00eb t\u00ebr\u00ebsisht e re p\u00ebr vendin ton\u00eb. Asnj\u00eb paraqitja grafike deri m\u00eb tani nuk ka ilustruar shpenzimet e subjekteve zgjedhore shqiptare. P\u00ebrve\u00e7 k\u00ebsaj, duke marr\u00eb n\u00eb konsiderat\u00eb q\u00eb financimi i partive politike n\u00eb Shqip\u00ebri ka karakteristika t\u00eb ndryshme krahasuar me vendet e tjera, mjetet grafike t\u00eb p\u00ebrdorura jan\u00eb krejt\u00ebsisht t\u00eb reja dhe p\u00ebrputhshme vet\u00ebm me vendet q\u00eb kan\u00eb nj\u00eb sistem zgjedhor t\u00eb ngjash\u00ebm me vendin ton\u00eb.
