Za’Lart 2017 Newsletter - 185 reports on electoral violations.

During the two last weeks, AIS technical staff managed to implement the Za’Lart 2017 platform . The platform, now available on its new USHAHID version, is in the Albanian language and converted into the physical map of Albania. Citizens are able to report through this platform on any electoral irregularities, but mainly on any violation of their right to vote. The platform includes several categories of problems related with electoral violations (Electoral Code) and criminal offences (Criminal Code). Electoral Reporting: The platform was online from Sunday, 18 July, until Thursday, 23 July, posting and publishing 185 electoral violations . Some of the most frequently reported violation include the misuse of the public administration and the public sector (61 reports), tension and irregularities (31), unsuccessful and successful attempts of vote buying-selling (30 reports), violence and non-ethical speech in electoral events (13 reports), and exaggerated electoral spending (8 reports). The most problematic areas in terms of election irregularities seems to be Shkodra Region, including the municipalities of Fushë-Arrëz, Puka, Vau i Dejës, Malësi e Madhe, and Shkodra. Irregularities reported from this area include attempts of vote buying and selling, the use of public money for electoral campaigns, the engagement of the central and local administration in electoral activities, intimidation, and the misuse of the Municipality Police. Other problematic areas are: Lezha Region, Berat, and Kamza. Za’Lart invites the citizens to report both in the coming hours and on the Election Day on any problems they face, or cases of electoral corruption.
