Make Elections Count. The need of monitoring the Misuse of Public Funds in Electoral Campaigns
On May 14, 2023, the local elections will be held in 61 municipalities of the country. AIS, based on previous election monitoring, estimates that there is a high risk of distortion of the electoral will through misuse of public funds during the elections period. A few days before voting for the April 2021 parliamentary elections, the state budget was shifted from Public Works fund to the Individual Grants fund. The Treasury transferred money to an account for few families slightly damaged by the November 2019 Earthquake. The organization reported to the State Commissioner of Elections the phenomenon in Durrës Municipality, where 926 449 664 Albanian Lek (about Euros 7.8 million) were distributed through the Treasury, just a few hours before the voting started. Being committed to elections monitoring, AIS has prepared sound monitoring methodologies and is looking for funds for several Electoral Monitoring activities, with a focus on the Misuse of Public Funds and Contracts in the election campaign.
We work on Civic Education - Youth Empowerment in Anticorruption
Empowering young people against corruption - this is the goal for which we created a group of young people, part of the OpenDataYouthNetwork, a year ago. In October, this team was trained on several important topics in anti-corruption analysis. Civic education and strengthening FactChecking Models on accountability are two important aspects of the organization's activities and projects. The work with young people and the expansion of the Network will continue with other events such as trainings, forums, individual sessions, publications by young people themselves on the web – FollowTheMoney blog. This network is the product of our work in implementing the Open Data Access and Transparency over sectors exposed to Risk of Corruption Project, supported by the Swedish International Development Cooperation Agency (Sida).
The role of the assembly needs to strengthen on financial control and the EU integration process
The Parliament should exercise more control and be more engaged in the Financial Control Process, according to Chapter 32 of Cluster 1, in the process of Negotiations with the European Union. This was one of the conclusions presented in the Policy Paper drafted by an AIS expert, a document presented at an event held on October 12th. Recommendations for strengthening the role of the parliament and establishing a Sub-committee on Financial Control were presented to a large audience, including the Chairperson of the Parliamentary Committee for Finance and Economy, Mr. Eduard Shalsi, and the Deputy Chairperson of this committee, Mr. Arbi Agalliu. AIS, in cooperation with its partner organizations, is part of the implementation of the project entitled Improving the Debate on Policies and Accountability to Fulfill Basic Rights through the creation of the Cluster 1. Bëji Zgjedhjet të Vlejnë . Nevoja për monitorim mbi Keqpërdorimi i Fondeve Publike në Fushatë Elektorale
Më 14 maj 2023 mbahen zgjedhje në 61 Bashki të vendit. AIS bazuar në monitorime zgjedhore të mëparshme, vlerëson se ka risk të lartë për deformim të vullnetit zgjedhor përmes keqpërdorimit të fondeve publike në periudhë zgjedhore. Pak dit para votimit për Zgjedhjet e Përgjithshme Prill 2021, u konstatuan zhvendosje të buxhetit shtetëror nga fondi për Punë Publike tek fondi për Grantime Individuale. Thesari kaloi para në llogari për disa familje të dëmtuara lehtë nga Tërmeti Nëntor 2019. Organizata kallëzoi pranë Komisionerit për Zgjedhjet fenomenin në Bashkisë Durrës ku 926 449 664 Lek (rreth 7.8 milion Euro)u shpërndanë përmes Thesarit vetëm pak orë para votimit. Me dëshirën për të punuar në Monitorim zgjedhor AIS ka përgatitu metodologji dhe është në kërkim fondesh për disa aktivitete në Monitorim Zgjedhor, me fokus Keqpërdorimin e Fondeve dhe Kontratave Publike në fushatë zgjedhore.
Në punojmë në Edukim Qytetar – Fuqizim i të rinjve në Antikorrupsion
Fuqizimi i të Rinjve kundër korrupsionit, ky është qëllim për të cilin prej një viti kemi krijuar një grup me të rinj pjesë e OpenDataYouthNetwork. Në muajin tetor ky ekip u trajnua mbi disa tema të rëndësishme në analizë dhe rritje kapacitetesh kundër korrupsionit. Edukimi qytetar dhe forcimi i Modeleve FactChecking për llogaridhënie janë dy aspekte të rëndësishme të aktiviteteve dhe projekteve të organizatës. Puna me të rinjtë dhe zgjerimi i Networkut do të vijojë me evente si trajnime, forume, seanca individuale, publikime nga vetë të rinjtë në web – blog NdiqParatë. Ky network është produkt i punës në zbatim të Projektit Open Data Access and Transparency oler sectors exposed to Risk of Corrupsion, projekt i Mbështetur nga Swedish International Development Cooperation Agency SIDA.
Kontrolli Financiar dhe Procesi i Integrimit, Kërkohet Fuqizim i Rolit të Kuvendit
Parlamenti duhet të marrë më shumë kontroll dhe angazhim në Procesin e Kontrollit Financiar, sipas Kapitullit 32 të Cluster 1, në procesin për Negociata me Bashkimin Europian. Ky ishte një nga konkluzionet e prezantuara në Dokumentin e Politikave të hartuar nga ekspert të AIS, dokument i prezantuar në një event të datës 12 tetor. Rekomandimet për fuqizimin e rolit të parlamentit dhe ngritjen e një Nën komisioni për Kontrollin Financiar u prezantuan në prani edhe të kryetarit të Komisionit Parlamentar për Financat dhe Ekonominë zotit Eduard Shalësi dhe deputetit anëtar komisioni zoti Arbi Agalliu. Organizata AIS në bashkëpunim me organizata Partnere është pjesë e zbatimit të projektit me titull Improving the Debate on Policies and Accountability to FulFill Basic Rights through the creation of the Cluster 1 .
