Lista Emërore me Përfitues nga Fonde Publike të Bashkisë Tiranë nuk është e aksesueshme për publikun. Megjithëse është pjesë e Informacioni dhe aneks VKB të kërkuara duhet të jenë publike, sa kohë që ato informojnë mbi shpërndarje të parave publike, para të taksapaguesve tek individ përfitues. Po njësoj rëndësia e Dokumentit për Akses Publik është e shtuar sa kohë që këto janë vendime të mara në periudha dhe data të parashikuara si data zgjedhore për Procesin Zgjedhor 25 Prill 2025.

Për këtë arsye AIS ju drejtua me një kërkesë zyrtare me shkrim Këshillit Bashkiak dhe Bashkisë Tiranë.

Konkretisht Kërkohet:

  • Bashkë Lidhje Aneks shoqërues. Pjesë e VKB Nr. 66 Datë 19.04.2021 Për Miratimin e Listës së Përfituesve nga Programi i Grantit të Rindërtimit. Ky aneks ka përmbajtje Subjekte që përfitojnë vlerat e grantit të rindërtimit të parashikuara në vendimin Nr. 160, datë 7.12.2020, të Këshillit Bashkiak “Për përcaktimin e vlerave për përfituesit e grantit të rikonstruksionit/rindërtimit, banesat e të cilëve janë klasifikuar nga akt ekspertizat e thelluara të Institutit të Ndërtimit me nivel dëmesh DS4 dhe DS5”, të ndryshuar.
  • Bashkë Lidhje Aneks Shoqëruese pjesë e VKB Nr. 65 Për miratimin e listës së përfituesve të nënprogramit të grantit të rikonstruksionit, banesat e të cilëve janë klasifikuar nga akt ekspertizat e thelluara të Institutit të Ndërtimit me nivel dëmi DS4. Ky aneks ka emra Subjektet përfitojnë vlerën e rikonstruksionit sipas parashikimeve të vendimit Nr. 160, datë 7.12.2020, të Këshillit Bashkiak “Për përcaktimin e vlerave për përfituesit e grantit të rikonstruksionit/rindërtimit, banesat e të cilëve janë klasifikuar nga aktekspertizat e thelluara të Institutit të Ndërtimit me nivel dëmesh DS4 dhe DS5”, të ndryshuar.
  • Bashkëlidhje Dy Anekse Shoqëruese pjesë e VKB Nr. 64 datë 19.04. 2021. Për miratimin e Listës së Përfituesve nga Granti i Rikonstruksionit dhe për disa ndryshime në Vendimet e Listave të Përfituesve nga ky Nënprogram Këto anekse kanë Lista emërore të subjekteve përfituese nga granti i rikonstruksionit, sipas kategorive të dëmit DS1, DS2. dhe DS3. 
  • Bashkëlidhje Katër anekse shoqëruese të VKB Nr. 63 Datë 19.04.2021 Për miratimin e Listës së Përfituesve nga Programi i Zhvillimit të Objekteve të Reja në Njësinë Administrative nr. 6 Baldushk, Ndroq dhe Pezë. Këto anekse kanë të miratura lista emërore me subjekte përfituese nga programi i zhvillimit të objekteve të reja në njësinë Administrative Nr. 6. Baldushk, Ndroq dhe Pezë.
  • Lista emërore me Korrigjime për VKB Nr. 61 Datë 6.04. 2021 Për disa Korrigjime gabimi material në vendimet e listave të përfituesve nga granti i rikonstruksionit dhe programi i Rindërtimit. Korrigjim Listash të miratuara më Parë.
  • Bashkëlidhje Aneksin shoqërues të VKB Nr. 16 Datë 01.03.2021 Për miratimin e Listës së Përfituesve nga Granti i Rikonstruksionit. Lista e Miratuar sipas kategorive të dëmit DS1, DS2 dhe DS3 listën emërore të subjekteve përfituese nga granti i rikonstruksionit sipas aneksit 1 bashkëlidhur dhe me pjesë përbërëse të Vendimit.
  • Bashkëlidhje Aneks shoqërues i VKB Nr. 17  datë 01.03. 2021 Për miratimin e Listës së Përfituesve nga Programi i Zhvillimit të Objekteve të reja në Njësinë administrative nr 6. Miratuar Lista e përfituesve nga programi i zhvillimit të objekteve të reja në njësinë administrative nr. 6.
  • Bashkëlidhje Aneks shoqërues i VKB Nr. 7 datë 13.02. 2021 Për Miratimin e listës së Përfituesve të nënprogramit të Grantit të Rikonstruksionit, banesat e të cilëve janë klasifikuar nga aktekspertizat e thelluara nga Instituti i ndërtimit me nivel dëmi DS4. Aneksi ka të miratuar listë e përfituesve të nënprogramit të grantit të rikonstruksionit banesat e të cilëve janë klasifikuar nga aktekspertizt e thelluara nga Instituti i Ndërtimit me nivel dëmi DS4.
  • Bashkëlidhje Dy lista Anekse të lidhura ne VKB Nr. 8 datë 13. 02. 2021 Për miratimin e Listës së Përfituesve nga Programet e Procesit të Rindërtimit. Këto dy anekse kanë përmbajtje emra të subjekteve përfituese të përcaktuara në Aneks Nr 1 të pikës 2 që përfitojnë vlerat e grantit të rindërtimit të parashikuara në Vendimin Nr. 160 datë 7.12. 2020 të Këshillit Bashkiak Për përcaktimin e Vlerave për Përfituesit e grantit të rikonstruksionit, banesat e të cilëve janë klasifikuar nga akt ekspertiza e thelluara të Institutit të Ndërtimit me nivel dëmesh DS4dhe DS5 të ndryshuar.
  • Bashkëlidhje Aneks që shoqëron VKB Nr. 6 datë 13. 02. 3031 Për Miratimin e Listës së Përfituesve nga granti i Rikonstruksionit. Me këtë aneks është miratuar Lista Emërore e Subjekteve përfituese nga granti i rikonstruksionit sipas kategorive të Dëmit DS1, DS2 dhe DS3.

Covid-19 vaccination, first payment of 10 million USD about to be made for the Chinese vaccine

  • 10 million USD, the Albanian Government approves the first payment for the Turkish distributor of Sinovax, made by the People’s Republic of China.
  • Turkish Distributor announces lack of supply of Chinese made and packaged vaccines.
  • Purchase Agreement changed. The Albanian Government agrees to the Chinese Vaccine packaged in Turkey, Coronavac 600SU/IM- Suspension.
  • 14 April 2021, the Government allocates an additional 2 billion Albanian leke from its Covid-19 Vaccine Reserve Fund.
  • Open Procurement Albania publishes all the acts on contracting, financial effects, and performance.
  • The data on contracts related to Covid-19 are published in the framework of AIS Project “Contracting in a State of Natural Disaster Covid19 – Strengthening Independent Monitoring Mechanisms”

On 22 March 2021, the Council of Ministers issued Normative Act No. 9, approving the text of the Agreement between the Albanian State: Ministry of Health and Social Protection; Ministry of State for Reconstruction and Public Health Institute and the Authorized Distributor, the Turkish company Keymen Ilaç Sanayi Ve Ticaret A.Ş.

Scope of Agreement: Provide the Republic of Albania with the Vaccine against Covid-19 (Vero Cell) Inactivated Coronavac, created by Sinovac Life Science Co Ltd. and produced in the People’s Republic of China.

Article 3 of the Normative Act requires the Institutions and Parties not to publish the text of the agreement and its financial effects. Secret Confidential Agreement. According to a report published on the website of the Assembly of Albania attached to the Normative Act, the Committee of Experts for Immunization (an advisory body of the Minister of Health) examined the vaccine inactivated against Covid-19, Coronavac, created by Sinovac Life Science, Beijing, China.

The Committee concluded they were in favour of this vaccine. In their report, they say: The results of the first and second phase of this vaccine in China are published on the Lancet magazine, on 17 November 2020. This vaccine has already started the third phase trials in July 2020 in China, and later in Brazil, Turkey, Indonesia, and Chili.  The third phase trials made in Brazil and Turkey assessed the vaccine efficiency on health employees offering treatment to COVID-19 patients. Currently, CoronaVac is approved for emergency use in China by the Regulatory Authority (Administration of national medical products), and approved for use in Azerbaijan, Bolivia, Brazil, Dominican Republic, Ecuador, Hong Kong, Indonesia, Laos, Mexico, Paraguay, Philippine, Thailand, Tunisia, Turkey, Ukraine, and Uruguay, etc. This vaccine is also used in EU Member states like Hungary.
The Council of Ministers approved the Normative Act No. 10, dated 24.03.2021 “Agreement between the parties”.

Financial Effects

This normative act has financial effects, which shall be covered by the state budget reserve fund.

The Law on the State Budget is amended three times from its approval until April 2021. The Normative Act No. 8, dated 22.3.2021 – the Reserve Fund is estimated to be about 5 billion leke (It was 4 billion according to the State Budget Law of 2021, so it is increased by 1 billion).

The purpose of the approval of this normative act is to secure the necessary funds through changes to the budgetary expenses. i.e. a reallocation between two elements of the reserve fund for purchasing the vaccine from the Turkish company “Keymen Ila9 Sanayi ve Ticaret”, A.S. created by Sinovac Life Science Co, Ltd. And produced in the People’s Republic of China. The total amount is 10 000 000 (ten million) USD, converted into leke by the official exchange rate on the date of payment, it is about 1.1 billion leke.

The Public Health Institute is the institution that will pay for the vaccine doses.

The normative act makes only one change to the budgetary expenses, a reallocation between two elements of the reserve fund, namely:

  • 10 million USD, the Albanian Government approves the First Payment to the Turkish Distributor of Sinovax, produced in the People’s Republic of China.

By Decision of the Council of Ministers No. 174/2021, it was decided that the Institute of Public Health shall make a payment of 10 million USD (ten million American dollars) in favour of theauthorized distributor “Keymen Ilaç Sanayi ve ticaret” A.S., for supplying the Republic of Albania with the vaccine against COVID-19 (vero cell) inactivated, Coronavac, created by Sinovac Life Science Co, Ltd. And produced in the People’s Republic of China (point 1 of the decision). Point 2 of the decision provides that the ministry of Health and Social Protection is allocated the equivalent amount in Albanian lekë (as per the official exchange rate on the date of payment) of the 10 million USD in its budget approved for 2021, respectively to the Institute of Public Health, the economic account 6050000 (Product 91305AH) of the public health program (07450). This fund, according to pint 2 of this decision shall be covered by the reserve fund of the state budget, approved for 2021.

In its first parliamentary session following the suspension of work because of the electoral campaign, on May 4th, the Assembly’s agenda included the Consent to be reached on the two Normative Acts related with additional purchases of anti-Covid vaccines and their financial effects.

  • The Turkish Distributor announces it can not supply Chinese-made and packaged vaccines.

Through Normative Act No. 14, dated 7.4.2021 – On changes and additions to Normative Act No. 9, dated 22.03.2021, the title and scope of the Agreement between the Parties is amended.

The accompanying report clarifies that the distribution company has announced that the Chinese  Sonovac Life Sciences has stopped providing supplies of its product CoronaVac Covid 19 – Vero Cell  as a product that is no longer available. After that, a Turkish company (distributor) has received supplies of Coronavac 600SU/IM- Suspension for injection packaged in puncture bottles of 0,5 ml, which contains the active substance, the inactivated viral antigen ‘Sars-CoV-2’, developed by SinoVac Life Science Co., Ltd., produced in the People’s Republic of China, and packaged in the Republic of Turkey by Keymen. Therefore, the Albanian party is proposed to continue getting Turkish-packaged supplies.

  • Changes made to the Purchase Agreement, the Albanian State agrees to the Chinese vaccines packaged in Turkey Coronavac 600SU/IM- Suspension.

The Albanian party, after consultations with the Technical Committee of Immunization (meeting of 6 April 2021), decided to consider the same effects and agree to the proposal of the contracting party.

  • 14 April 2021, the Government allocates an additional 2 billion Albanian lek to the State Budget for the Reserve Fund for Covid-19 related Vaccines and Situation.

Regarding its financial effects, a Consent is also to be reached on the Normative Act No. 18, dated 14.4.2021 on the first working day of the Assembly after the elections. Through this Act, the State Budget Reserve Fund is increased from 5 billion to 7 billion Albanian leke, i.e. an additional amount of 2 billion Albanian lekë, for covering the purchase of vaccines during 2021, including also any other eventual expenses of the Government related with the COVID-19 pandemic. The Albanian party has received information from formal exchanges with the Turkish Health Ministry about this vaccine being used in the Republic of Turkey.

Data on contracts signed in relation to Covid-19 are published in the framework of AIS Project on Contracting in a State of Natural Disaster Covid19 – Strengthening Independent Monitoring Mechanisms.All the contracts signed by the Albanian State for Supplies related with Covid-19 are available on the Open Procurement Albania database.

Shoqëri , Kompani Publike, funksionojnë si Kompani Biznesi por zotërohen dhe kanë pronar një institucion shtetëror, Bashki apo ministri.

Në vend janë 244 të tilla, me kapital 100% shtetëror apo pjesërisht shtetëror. Bashkitë dhe Ministritë janë aksionar dhe ortak të tyre.

The database of tenders carried out during the situation of the natural disaster created by Covid19 is part of the project in “Public contracts in a situation of the natural catastrophe caused by Covid-19 – Strengthening the Independent Monitoring Mechanisms”, supported financially by the US Embassy Democracy Commission Small Grants Program in Tirana. Në këto fushata janë ftuar qytetarët të raportojnë përmes një aplikacioni me të njëjtin emër Za’Lar Raised Voise-ICT for fair Elections. Qindra raportime qytetare, kryesisht anonime kanë bërë të mundur evidentimin e shkeljeve zgjedhore dhe identifikimin e hartës së parregullsive. Arkiva, Në 2017 projekti Za’Lart  ka krijuar Hartën e Shkeljeve Zgjedhore

Shkodra dhe Dibra rezultojnë nga qarqet me më shumë indice për parregullsi, blerje vote, presione dhe korrupsion zgjedhor. Përmes një platformë me të njëjtën emër projekti u jep mundësi qytetarëve të raportojnë shkelje, parregullsi, incidente dhe problematika zgjedhore në kohë reale. Kjo bën të mundur listimin e parregullsive dhe evidentimin e fakteve për blerje vote dhe korrupsion zgjedhor. Projekti është zhvilluar në zgjedhje 2015 dhe 2017.  Disa nga raportimet janë verifikuar nga një ekip gazetarësh i atashuar pranë Projektit për fushatat zgjedhore. Organizata nuk është në proces monitorimi për Fushatën Zgjedhore 2021, por mbështet çdo iniciativë për monitorim dhe zgjedhje të rregullta.

Salary: Net total salary plus mandatory employer’s and employee’s contributions, plus salary tax, of 848 Euros per month (net salary, considering applicable obligations as of March 2021 is approximately 72 300 Albanian lek).

AIS, an organization committed to transparency, accountability, good governance and anticorruption, is implementing programs in the above-mentioned areas. In order to increase the visibility of the organization and that of the results of its projects, the organization is looking for a Public Relations and Outreach Officer.

Job description: The Public Relations and Outreach Officer will commit to drafting, developing, and implementing the methodology and strategy for public communication. He/she will issue media advisories, narrative reports, notifications, promotional materials, information for education and promotional purposes in the framework of the project activities carried out by the organization. Participate in maintaining a Blog for transparency, and in designing multimedia instruments for visibility purposes. He/she will work towards engaging the public through social networks. The Public Relations and Outreach Officer will also be in charge of analyzing the impact of the organization’s activities on certain groups targeted as beneficiaries through information and awareness. Participate and contribute to drafting the organization’s work plan and communication strategy.

The selected candidate will be engaged for a 29-month working period during three years 2021-2024. Months of engagement will correspond with the project calendar of activities. The monthly gross salary for this position is 848 Euros. This includes the deductible mandatory (employer’s and employee’s) contributions, plus the 40% tax on the (declared) salary.

The selected candidate must perform his/her duty in the organization’s office and be flexible to travel as needed for the program’s activities and presentations (events and training courses).

Public Relations and Outreach Officer report to the Project Director. He/she will have the obligation to co-operate and guarantee his/her willingness to work in a team and have a clear vision of communicating and co-operating with media actors.

Requirements:

  • University Diploma, preferably in Human Sciences.
  • Previous working experience of over 2 years in the Media or Public Relations.
  • Good writing and reporting skills.
  • Knowledge in the use of multimedia instruments and social media in public communication.
  • Knowledge of Open Data standards and techniques.
  • Good knowledge of English language.
  • Ability to communicate with experts and staff engaged in different professional profiles.
  • Ability to draft press releases, public notifications, narrative summaries, requests for information, abstracts, essays and information articles.
  • Ability to use precise terminology on public spending, procurement, legislative procedures, and public law in general.
  • Ability to work with inter-sectoral terminology by using dictionaries of terminology.
  • Knowledge and ability to follow current news and developments.
  • Ability to communicate with project experts, media representatives, and civil actors.
  • Knowledge in the use of social media and multimedia instruments.

In addition to meeting the job technical requirements, candidates must be people of integrity and motivated to work on issues related to information and awareness.

The contract will be signed for a renewable period of six months following the project implementation calendar.

 

Terms of Reference:

  • Follow carefully all the activities of the organization and their results.
  • Draft reports, memos, media advisories, and promotional texts about the project results.
  • Lead processes for preparing multimedia instruments (videos, banners, flash banners, folding sheets, etc.) related to the project and its performance.
  • Communicate with journalists by committing to increase the visibility of Open Data, and support journalists on their inquiries for more information and better skills in using the information available.
  • Participate in organizing events and prepare notifications, information, and promotional materials about them.
  • Draft methodologies and work plans for communication with civil actors for each open data database developed by the organization.
  • Prepare narrative reports for any sub-activities related to the media, communication, promotion, awareness, and education.
  • Inform the Project Director and staff about the project’s impact on the public, and about the need for interventions for each activity.
  • Compile periodic evidence on the dissemination and impact of the project results on the media and public.
  • The selected candidate must perform his/her duties by being physically present in the organization’s offices. Remote/online employment shall only apply during humanitarian emergencies.
  • Report every day by email on his/her day’s work.
